4 arrested for overturning truck in Shibuya during Halloween revelry
The Metropolitan Police Department (MPD) has identified and arrested four men in connection with an incident ahead of Halloween in Tokyo's Shibuya district in which a mob of people overturned a light truck.
The four, Shota Kojihara, 20, Yuta Kuroki, 27, Takaaki Kawamura, 22, and Rikuo Kokubun, 20, were arrested over the late October incident on suspicion of damaging property as a group in violation of the law punishing physical violence. Police plan to send documents on 11 other men to public prosecutors.
In Shibuya in recent years, young people have gathered on Halloween on Oct. 31 and on the weekend before, dressed in an array of costumes. The noise they have made throughout the night and the rubbish they have left behind have emerged as problems in society. According to Shibuya Police Station, about 313,000 people visited the area over a period of five days this year. There were cases in which people were robbed, molested and were secretly photographed, among other acts, which led to the separate arrests of 19 people aged from their teens to their 50s.
