気になったのはconscript /kənˈskrɪpt/ です。文脈から「徴用する」であると推測しました。
『ジーニアス英和辞典』(第五版、大修館書店)では「...を徴兵(徴用)する、(団体・組織が人を)新しく入れる、採用する、徴収兵」とあります。また、LDOCEでは “to make someone join the army, navy etc” “to make someone become a member of a group or take part in a particular activity” “someone who has been made to join the army, navy etc” と定義されています。Oxford Living DictionariesではLate 18th century (as a noun): from French conscrit, from Latin conscriptus, past participle of conscribere ‘enrol’. The verb is a back-formation from conscription.と載っていました。
