気になったのはraucous /ˈrɔːkəs/ です。文脈から「盛大な」であると推測しました。
『ジーニアス英和辞典』(第五版、大修館書店)では「(声や音が)耳障りな、騒々しい」とあります。また、LDOCEでの定義は “sounding unpleasantly loud” “impolite, noisy, and violent” となっています。この語の由来はMid 18th century: from Latin raucus ‘hoarse’ + -ousと載っていました。(Oxford Living Dictionaries)
写真を見る限り、渋谷でのハロウィンは、まさに「乱」といった言葉が合う状況です。その時間は車さえも通るのを避けるそうです。しかしながらなぜ今回、軽トラックはその中に行ったのか気になります。(seventh-dan)
