lubricate /lúːbrəkèɪt/ に注目しました。『ジーニアス英和辞典第5版』(大修館) によると「油をさす、円滑に運ぶようにする、買収する」といった意味があります。『ケンブリッジ英英辞典』をひらくと “to use a substance such as oil to make a machine operate more easily, or to prevent something sticking or rubbing” とあり、機能がより活発になるように手を加える様を表していると窺えます。
goo 辞書によると lubricate は “lube” と短縮形で用いられる場合もあり「潤滑油」と名詞的な意味で使われる場合もあれば、動詞として使用されることもあるとわかりました。
政府はEUが定める製品や規格を採用して「自由貿易圏」を創出することで、EU側にも配慮した形を取ることでまとまったと推察できます。(Happidra)
