4 disabled visitors barred from Legoland get apology
Four hearing-impaired persons were refused entry to Legoland Discovery Center, an indoor amusement facility for playing with toys and Lego bricks, in Minato Ward, Tokyo, in April, on the grounds that their safety could not be guaranteed if they were not accompanied by someone unimpaired.
The facility operator has apologized for their treatment.
The Economy, Trade and Industry Ministry demanded earlier this month that the operator correct such treatment, saying that it highly likely violates a law to eliminate discrimination against persons with disabilities. The ministry also plans to ask similar facilities nationwide to be more careful about how they treat the disabled.

impaired /ɪmpɛ́rd/ を取り上げます。hearing-impairedとあることから、聴覚に障害がある様子を表していると思いました。『ライトハウス英和辞典』（第5版 研究社）で調べると「損なわれた、傷つけられた」とあり、例として “physically impaired”「身体障害のある」という言い回しが取り上げられています。動詞の形のimpairには「（健康などを）損なう、傷つける」となります。
LDOCEには “damaged, less strong, or not as good as before” と定義されており、”visually/hearing/mentally etc impaired” の形で “used to describe someone who cannot see, hear etc well” と説明されています。
語源はgoo辞書によると、中期フランス語の empeirerという言葉からきており、「悪くする」という意味を表す言葉であることがわかりました。（aqua）
