“the tail wagging the dog” (wagは / wæɡ / ) を取り上げます。前後より, 何かの比喩表現だと予測し, 『リーダーズ英和中辞典』(研究社)で調べたところ, 「下剋上(の状態)」とありました。通例, “it is (a case of)” に続きます。動詞 “wag” は「<尾などを>振る」のほか, 「…に主客転倒的な影響力を行使する」という意味を併せ持ち, 古くは「<景気など>さまざまに移っていく」という際にも用いられたようです。
Merriam-Webster.comには “used to describe a situation in which an important or powerful person, organization, etc., is being controlled by someone or something that is much less important or powerful” と定義されていました。本文では, 日本を訪れる観光客からお金を徴収することで, 客足が遠のいては「本末転倒である」ということをこのように示していると考えられます。
今回の表現に因み, 1997年には “Wag the Dog” 『ウワサの真相/ワグ・ザ・ドッグ』というコメディ映画が公開され, 翌年にはベルリン国際映画祭で銀熊賞を受賞しました(movies.yahoo.co.jp)。(Cayu)
