　児童虐待死を防ぐにはどうすればいいのでしょうか。

Traditionally, parents facing problems in raising their children could turn to relatives or neighbors for support. This has been getting more difficult with the proliferation of the nuclear family and urbanization, leading to an expanded role for government. It can be said that nipping child abuse in the bud is now dependent on the degree to which we can make government support effective.

　“nip ~ in the bud”を取り上げます。『ジーニアス英和辞典』を引くと、「〜をつぼみのうちにつまみ摘み取る」「〜を未然に防ぐ」とありました。また、LDOCEには、”to prevent something from becoming a problem by stopping it as soon as it starts”と定義されていました。
植物強く大きく育てるためには、花芽を早いうちに摘むことが大事です。花を咲かせようとする木々のエネルギーを新芽の育成に廻してやるためです。そこから派生し、「未然に防ぐ」という意味になったようです。（MMF）
