It was a decision widely denounced as half-baked.

In the name of promoting children’s love of Japanese culture, a publisher removed mention of a bakery in an elementary school textbook and replaced it with a store selling traditional Japanese sweets.

Bakeries and bread lovers lambasted the revision. A wave of complaints put the education ministry on the defensive, with officials insisting they never ordered such a change.

But the publisher, Tokyo Shoseki Co., may have no choice but to keep the revision in the ethics education book that will be used by first-graders from fiscal 2018.

　half-baked /ˌhæfˈbeɪkt/ が気になったので取り上げます。直訳で考えると、半分だけ焼けた状態となりますが、ここでは非難される理由を表しています。『ライトハウス英和辞典』（第5版　研究社）で調べると、形容詞で「（限定）（略式）（計画が）不完全な、無経験な、（思想が）未熟な」という意味であることがわかりました。記事の文脈から、考えが足りないという意味合いで用いられているのではないかと思われます。

　LDOCEには “a half-baked idea, suggestion, plan etc has not been properly planned” と定義されています。

　語源をOnline Etymology Dictionaryで調べてみると “1620s as "underdone;" colloquial figurative sense of "silly, immature" is from 1855” と述べられており、お肉などの生焼けの状態が人にも当てはめられ、未熟であるという意味を表すようになったことがわかりました。（aqua）
