We are wondering about the economic proposals Prime Minister Shinzo Abe will make during his summit talks with U.S. President Donald Trump.
It has been reported that Abe will present a package of measures for bilateral economic cooperation dubbed “Japan-U.S. Growth and Employment Initiative.”
Key features are infrastructure investment and job creation, two top priority items on Trump’s economic agenda.
The package will call for the two countries to pursue a broad range of projects to enhance their economic ties. The draft apparently includes some headline figures, such as creating a market worth $450 billion (51 trillion yen) and 700,000 jobs in the United States.

今回取り上げる表現は、“put cart before the horse”です。『ウィズダム英和辞典』(第３版、三省堂)を引いたところ、“cart”の項目に「順序をあべこべにする；本末を転倒する」とありました。頭にきている“put”は“set”でもいいようです。また、LDOCEでは“to do two things in the wrong order”と定義されています。これを直訳をすると「馬の前に荷車をつなぐ」といった意味になります。もちろん荷車は馬の後ろにつないで引いてもらうものなので、順番が逆になります。そこから、今回の「本末を転倒する」といった意味で使われる比喩的な表現になっています。(Blue Sky)
