The document refrained from making a direct reference to the South China Sea, in consideration of Beijing. This is in a way unavoidable because documents, in principle, have to be adopted unanimously.

今回取り上げるのは hotbed です。『ライトハウス英和辞典』（第5版 研究社）で調べてみますと、「1（罪、悪などの）温床、巣 2（園芸）温床」という意味であることがわかりました。LDOCEには “a place where a lot of a particular type of activity, especially bad or violent activity, happens” とありました。英語ではこの温床に暴力的なイメージが含まれるようです。 “hotbeds of extremism” で過激主義の温床という意味合いになるかと思われます。
