“latency”には、「潜在、潜伏」という意味があり、“latent”の名詞形であることが分かりました（『Wisdom英和辞典』）。手元のLDOCEには、名詞形である“latency”の説明はありませんでしたが、形容詞形の箇所に“something that is latent is present but hidden, and may develop or become more noticeable in the future”とあり、記事のように潜伏する病であるエイズをイメージしやすい定義の仕方だと感じました。
エイズをはじめ、インフルエンザなどでもよく「潜伏期」という言葉を用いますが、これは上記の単語を用いて“latency period”と表すようです。『英辞郎on the WEB』(Starlight)
