Abe says Olympic stadium to start from scratch; Rugby World Cup misses out
TOKYO — Japanese Prime Minister Shinzo Abe announced on Friday the scrapping of a plan for a controversial national stadium, the centerpiece of the Tokyo 2020 Olympics, after sky-rocketing costs sparked public outrage.
Anger over the stadium, the estimated cost of which had climbed to 252 billion yen, almost twice its expected cost when Tokyo won the bid for the Summer Games in 2013, had become a liability for Abe.
新国立競技場の建設計画は安倍首相の判断により白紙に戻りました。Japan Todayでは「白紙から始める」という表現に“start from scratch”が用いられています。『Wisdom英和辞典第３版』（三省堂）では「from scratch：何もないところから、最初から、ゼロから」とありました。由来を調べてみると、“scratch”には「ひっかく」という意味から派生した「（かけっこなどの）スタートライン」という意味があります。そこから「スタートラインから」、つまり「from scratch：ゼロから、ゼロ・ベースで」となったようです。（Chris）
