UG先生ご指名いただきありがとうございます。"under the cosh"を調べました。最初の出だしには川島選手の発言が記載されており，前回のワールドカップで日本の躍進を目の当たりにした海外勢が，日本にとって不利なルール改正を行うだろうという消極的なものです。次に"cosh"の意味を『Wisdom英和辞典第三版（三省堂）』で調べると「こん棒」という意味がありました。「こん棒の下で」では意味が通じません。"under the cosh"をSPACEALCで調べると「せかされて、手も足も出なくて」などという意味が出てきました。こん棒を振り上げられて脅されている状況をイメージするればいいと思います。
この意味を見た時"under the gun"を思い出しました。こちらには「期限が迫って，追い詰められて」などという意味があります。銃を背景に脅されたら動かざる負えないということでしょう。（Ume）
