今回のポイントは名詞のhand。文脈からも想像できますが「«…への/…することへの» 関与, 影響(力)」という意味で用いられています（『プログレッシブ英和中辞典』小学館）。そしてさらに注意したいのはhandがこのような意味で用いられる場合，その関与した事柄が「好ましくないこと」というニュアンスを持つということです（『プログレッシブ英和中辞典』同上）。

以上から今回のthe hand of its Imperial Army in the forcible recruitment of sex slavesは「慰安婦の強制的な募集に対する日本軍の関与」と解釈できます。（Koyamamoto）
