close shaveは以前取り上げられていますので、復習程度です。（cf. close shave - 田邉祐司ゼミ 常時英心：言葉の森から）
このフレーズには「（くだけて） 危機一髪、もう少しであぶなかった[失敗する]ところ」（『Wisdom英和辞典(第3版)』三省堂)という語義がありますが、記事ではこの語義の意味ではなく、「微妙な判定」（ibid）に相当します。しかしながら、ここは「ニアミス」あるいは「異常接近」と解釈できるかと思います。また、類似表現としてはclose callがありますので、関連付けて覚えておこうと思います。

A giant "potentially hazardous" asteroid more than three times the size of a football pitch is to hurtle past the Earth at more than 27,000 miles per hour
A ‘potentially hazardous’ asteroid which is three times the size of a football pitch and travelling at 27,000 miles an hour will pass close to Earth on Monday night.
Although the speeding chunk of rock – named 2000 EM26 – will be 1.6 million miles away it still represents a close shave for our planet in astronomical terms.
