先程と同じニュースからです。
about-faceは「回れ右」でお馴染みの表現ですが文中では「（主義・態度などの）１８０度の転向[転換]」（『ジーニアス英和辞典 第３版』大修館）となり、Cambridge Dictionaries Onlineには’ a complete change of opinion or behaviour’と掲載されていました。補足ですが、イギリス英語ではabout-turnとなりますね。cf. make an about-face - 田邉祐司ゼミ 常時英心：言葉の森から (Shou-VR*)
