WASHINGTON--The nations' top intelligence official is declassifying three secretU.S. court opinions showing how the National Security Agency scooped up tens of of thousands of emails annually over three years and other communications by Americans with no connection to terrorism, how it revealed the error to the court and changed how it gathered Internet communications.
Sugarくんの質問にはNASAの記事と書かれていましたが、この記事はNSA（米国家安全保障局）のものですね。今回の記事では、テロ活動とは全く無関係の一般人の通信も収集されていたということが記載されていました。
今回のscoopですが、Sugarくんが書いていた「小シャベル」という意味はもちろん、日本語にも入ってきている「スクープ」という意味もあります。（『ジーニアス英和辞典 第4版』大修館）scoop upで「すくい取る」や、「〜を（特ダネで）出し抜く」といった意味がありますが、今回は、米国在住の一般の人の電子メールの内容がすくい取られていた、つまり収集されていた、ということになるでしょうか。
NSAは、一般人の電子メールを収集したことを「ミスだった」として、すでに再発防止策を取ったようです。（Haramii）
