Less than 80% want to own homes
Less than 80 percent of people hope to own homes, a government survey showed Tuesday.

According to the survey, 79.8 percent of respondents want to become home owners. This was the first time in 12 years the figure had been under 80 percent. A total of 12.5 percent said they do not mind renting, the highest level since the survey began in fiscal 1993.

A trend away from home ownership may be taking shape as people take into account their incomes and the economic environment, a Land, Infrastructure, Transport and Tourism Ministry official said.

Three thousand adults across the nation took part in the survey, which was conducted between January and February. Valid answers were given by 57.3 percent of respondents.

この記事で気になるのがtake shapeです。意味は「(〜で)はっきりとした形をとる、具体化する」となり、ある意味、日本語の発想とよく似ています(『ジーニアス英和辞典』第四版、大修館)。英英の方でもう少しみてみると、ネット辞書には"assume a distinct form; develop into something definite or tangible"とありますshape | Definition of shape in English by Oxford Dictionaries。(Sugar)
