leashは「（動物をつなぐ）革ひも、綱、鎖」「制御、抑制、コントロール」ですね。（『ジーニアス英和辞典　第４版』大修館書店）この意味からなんとなく意味が想像できますが、(get) off the leashで「綱から離れる、自由になる」となります。(英辞郎 on the WEB)　綱から解放された犬を想像すると覚えやすいですね。
またkeep/have somebody on a leashで"to control someone - used humorously" というイディオムもあります。
