見出しに注目したいと思います。『リーダーズ英和辞典』では、smatterは動詞で「生半可な知識で喋る、〈学問を〉生かじりする」という意味で記載されています。しかし、ここでは名詞smatteringなので“a small number or amount of something”という意味になります(LDOCE)。

また見出しのtake a smattering of Google fairy dustによく似た表現としてhave a smattering of somethingがありますが、こちらは“to have a small amount or amount of knowledge about a subject, especially a foreign language”という意味です(LDOCE)。日本語ですと「（特に外国語に対して）少しの知識を持つ」となります。ここから類推してtake a smattering of sthで「(外国語や知らないことに対し)少しの知恵(技術、知識)を借りる、得る」という意味になるでしょう。(Othello)
