rhetoricと聞くと、「修辞学、修辞法」（『ジーニアス英和辞典　第３版』大修館）という意味が一般的で、日本でもレトリックと呼ばれたりもしており、なじみのある言葉だと思います。しかしここでは、「おおげさな言葉；誇張」(ibid)という比喩的な意味になります。
ODOをチェックしてみると、 ‘language designed to have a persuasive or impressive effect, but which is often regarded as lacking in sincerity or meaningful content’と定義されており、ネガティブなニュアンスを含んでいることがわかりました。(Shou-VR*)
