UK's credit rating cut humiliating, Labour says
Labour has attacked the government's economic policy after the UK lost its AAA credit rating, but the coalition says it is "making progress". Shadow chancellor Ed Balls said the downgrade was a "humiliating blow", and urged him to act fast to "kick-start our flatlining economy".

double-dipというと「ソースなどの二度づけ」が思い浮かびますが、「二箇所から給与をもらう、二重稼ぎをする」という意味もあるようです。（英辞郎 on the WEB) またdouble dipperで「恩給を受けながら政府機関で働く退役軍人」という意味にもなります。（『ジーニアス英和辞典 第３版』大修館）
今回の記事ではdouble-dip recessionでひとつのイディオムとなっており、YOUR DICTIONARY に“An extended decline in economic activity following an aborted recovery from a previous recession. A relatively weak economic recovery sometimes causes investors to worry about the economy entering another recession.”と定義されていました。
アメリカの格付け会社のムーディーズによると、今後数年はイギリスの景気低迷が予想されているそうです。
