SNSのフリをした迷惑メールには気をつけなければならないという記事です。tap intoには" to use or take what is needed from something such as an energy supply or an amount of money"(LDOCE)や" to make as much use as possible of the ideas, experience, knowledge etc that a group of people has"(ibid)といった定義がされています。どちらにせよ、「（知識やお金、エネルギー等を）利用、活用する」といったところでしょう。
ここでは、「ユーザーの個人情報」を"tap into"することになっています。「活用する」では良い方向にもっていくことになるので(犯人にとっては確かにそうですが)、ここでは「（違法サイトなどに誘導するなど）悪用する」といった意味になるのではないでしょうか。(Minnesota)
Fake SNS emails arriving in people's inbox
Japanese authorities are warning of a rise in the number of fake emails that lure email users into fraudulent websites. It is estimated that about 1.2 billion spam emails are sent every day in Japan. An internet surveillance organization warns of a recent surge in the number of cases involving fake emails claiming to be from Facebook or Mixi, a popular social networking service in Japan.
A click on a link contained in the email could lead to other websites masquerading as legitimate sites that then tap into the user's personal information. Fake Facebook emails notify recipients that they have a number of requests pending from friends.
Similar emails claiming to be from the providers of Mixi or social games for mobile phone users also attempt to lead recipients to other websites. Authorities are advising people not to open suspicious emails before they verify their authenticity as such emails can contain viruses that steal personal data.
