後ろのFY( fiscal year )から、経済に関係する言葉であることがわかりますね。
spendingは「（政府などの）支出」（『ジーニアス英和辞典 第４版』大修館）で、capは「[予算・歳出などの]上限・最高限度」(ibid)のことです。よって「支出上限」のことを示しております。記事の1段落にもありますが、年度予算の日本の支出上限を撤廃するということでしょう。（Minnesota）
Abe to scrap Japan's existing spending cap for FY 2013
Japan's new government to be headed by Liberal Democratic Party chief Shinzo Abe will scrap the country's spending cap for the annual budget to focus its efforts on reviving the economy, party sources said Wednesday.
Abe, who is set to become prime minister and form his Cabinet on Dec. 26, will review the so-called medium-term fiscal framework, the current key guiding principles for tackling the country's swelling debt, the sources said.
The government led by the Democratic Party of Japan, which suffered a crushing defeat in Sunday's lower house election, capped its annual policy spending at 71 trillion yen, excluding debt-servicing costs, in an attempt to maintain the country's fiscal discipline.
