Given the comparatively higher cost of fuel, near-constant traffic congestion, and limited parking opportunities, it comes as no surprise that scooters hold a much higher place in the personal-mobility food chain in Europe than in the U.S. And as the four-wheeled world explores the boundaries of low-emission propulsion, so does the two-wheeled domain: Witness the BMW C Evolution concept.The C Evolution is the third development stage in its electric scooter program. BMW says what will be on display in Paris is a “near-production prototype” of an electric scooter as it may appear in mass-market form. From the start, the Bavarians designed the e-scooter to address increasingly stringent urban emission standards without the range limitations of traditional EVs.
