今回の騒ぎ、高度経済成長期にもどった感がします。しかし、昨今は河川に流される（discharge）工業廃水にはかなり細かな取り決めがあるはずです。なのに「なぜ？」というのが今回の捜査の焦点でしょう。
今回は少しだけ理系の言葉のお勉強です。formaldehyde（「ホルムアルデヒド」）は防腐剤、消毒剤として知られています。effluentは「流水」、とくに「排水」（industrial effluents）です。precursorはよい意味では「先駆者」ですが、化学系では「前駆体：という意味で使われることがあります。ここではホルムアルデヒドになる前の物質ということでしょう。詳しくは次段にあります。ちょっと一息、tributary は「支流」のことですね。
ここからこのブログ子に直接かかわるかはわかりませんが、一応。hexamethylenetetramineは舌をかみそうです。「ヘキサメチレンテトラミン」、複素環化合物です。chlorideは「塩化物」です。

Gunma waste disposal firm may have discharged formaldehyde

The Saitama prefectural government said Friday an industrial waste disposal firm in Takasaki, Gunma Prefecture, appears to have discharged effluent containing a formaldehyde precursor into a tributary of the Tone River.
The local government said Dowa Hightech Co., a Saitama Prefecture-based chemical maker, asked two industrial waste disposal firms along the tributary in Gunma Prefecture to dispose of the effluent containing hexamethylenetetramine, a compound that is converted into formaldehyde when it reacts with chloride used at water filtration plants.
One of the two firms is not capable of neutralizing the compound in question, and it appears to have discharged the effluent, according to the local authority.
