at the drop of a hatはアメリカ英語で「合図があるとすぐに，きっかけさえあれば，確固とした理由もなしに」という意味の表現です（『ジーニアス英和大辞典』大修館書店）。19世紀のアメリカでは競走のスタートの合図に，帽子を落としたり，振り下ろしたりしていましたようですが，これにすばやく反応する様子から，このような表現が生まれました。（http://www.eigo-eikaiwa.com/0343.html）
