この記事はテネシー州のウォルマートストアで代金を払わずにジーンズを着たまま店外に逃げた男が逮捕されたというもので，注目表現はduckです。

『新英和中辞典』（第5版，研究社）を調べると「《口語》（ひょいとかがんで）逃げる，身をかわす」とあり，今回は「代金を支払わずこっそりと店を立ち去った」と訳すとよいかと思います。
また，duckには「（責任などを）回避する；〔…することを〕避ける，逃れる〔out of〕例 He tried to duck out of doing the chores.　（彼はその雑用をするのを避けようとした。）」という意味もあり，今回のことはduck out of payingともいえますね。
数々の代金未払い事件を持つ男も，結局は試着室に財布を忘れて逮捕されるというまぬけな結末を迎えてしまいました。
