今回採り上げるのはInstead of comparing schools−the apples and oranges centerpiece of President bush’s unpopular No Child Left Behind programという部分です。
まず，apples and orangesですが，これは直前のcomparingとセットで，辞書にはmix ［compare］ apples and orangesで「いっしょにしてはいけないものを混ぜる, 比較にならないものを比較する」とありました（『プログレッシブ英和中辞典』小学館）。
また，直後のcenterpieceは「（特に食卓の生け花などの）中央装飾品」という意味から転じて「｟the 〜｠（政策計画などの）最も目立つ部分, 「目玉」；（教育の）中心的科目｟of ...｠」といういみがあります（『プログレッシブ英和中辞典』同上）。
以上から，「ブッシュ政権時代の目玉教育政策で（かつ反対の意見が多かった）あった，学校間で比較を行うというNo Child Left Behind programですが，そもそも学校というもの自体が比較できない」と解釈できます。（院生 小山本）
