Demography is not the whole story; Japan has stayed depressed, deflation is a problem, labor markets are poor (although the trouble tends to show in rising numbers of freeters rather than high measured unemployment.)
demographyは「人口の統計的研究, 人口統計学」という意味（『プログレッシブ英和中辞典』小学館）。そして，But about two-thirds of that decline can be explained by the aging of Japan’s population.とあるように，ここでのdemographyは高齢化を指しています。
さらに，ここでのstoryですが，辞書で調べるとThat's not the whole story.で「｟話し言葉｠話はそれで終わりじゃないんだ」とあります（『プログレッシブ英和中辞典』同上）。
つまり，ハイライトの部分は「日本経済の衰退の原因は人口統計学が示すような高齢化にあるという単純な話では終わらない」という事を意味していると考えられます。（院生 小山本）
