　いじめの被害にあっている児童生徒の数は依然増えていますが、「いじめ」の定義によって被害数も変わります。

The number of bullying cases at elementary to senior high schools in Japan surged to a record high 323,808 in fiscal 2016, but that figure was apparently buoyed by a wider definition of the term.

The number, released by the education ministry on Oct. 26, was up by about 100,000, or 40 percent, from the previous fiscal year.

“Positive moves to uncover bullying cases are taking root (among schools),” said an official of the Ministry of Education, Culture, Sports, Science and Technology.

　気になった語句は“take root”です。直訳は「根を取る」ですが、『ジーニアス英和辞典』（第五版、大修館）を参照すると、「（植物が）根付く、（考え、制度などが）定着する」と載っていました。その後には“in”や“among”が続きます。本文では、「いじめを暴くための積極的な動きが根付いてきている」となりますね。“root”を使った語句には他にも“by the root”「根こそぎに」、“pull up one's roots”「新規にやり直す」、“root and branch”「徹底的に」と、様々です。ただそこに共通するものは「基本、根本」だと思います。ちなみに飲み物のルートビア“root beer”は「sassafrasなどの根の汁に甘みをつけた炭酸飲料」と載っていました。これも根と関係があるんですね。(large lake)
