意味を確認してみたところ，『ジーニアス英和辞典』（大修館書店）には，「つまらない［時間と金がかかる無駄な］公共事業」とありました。さらに，Cambridge Dictionaryを引いてみると，“an unnecessary and expensive piece of work, especially one that is paid for by the public”と定義されています。

Online Etymology Dictionaryで語源を見てみると，これといった由来が載っていなかったが，アメリカ英語で１９３５年頃に初めて使われたようです。“boon”との関係性はないようですね。(Nao)
