Koike sees possible Tokyo Olympic rowing site
Tokyo Governor Yuriko Koike is reviewing plans for venues for the 2020 Olympics and Paralympics.
The initial plan for the games proposes a new boating course on the Tokyo waterfront for rowing and canoe events. But in the drive to rein in costs, a Tokyo Metropolitan Government task force has proposed using an existing facility in the city of Tome, Miyagi Prefecture.

今回取り上げるのは、“rein in”という表現です。“rein”は、“reindeer”という単語からも分かるように名詞では「(馬などの)手綱、引き手綱」（"a long narrow piece of leather fastened to a horse’s head that the rider uses to control the horse"--Macmillan Dictionary）を意味しますが、この記事においては動詞で用いられています。
LDOCEで“rein in”を調べてみると、“to start to control something more strictly and stop it from increasing”と定義されていました。さらに『ジーニアス英和辞典』(大修館書店)でも確認すると「〈感情・物価・出費・食物の摂取など〉を控える、制御する」と記載されていました。“rein”には動詞で「〈馬など〉を手綱で御する」という意味もあり、そこから転じて上記の意味に発展したと考えられます。(ninetails)
