Japan, U.S. agree to limit civilian component in wake of murder

The Japanese and U.S. governments have reached a basic agreement to effectively narrow the range of personnel who make up the civilian component (see below) of the U.S. military under the Japan-U.S. Status of Forces Agreement (SOFA). The agreement was reached in the wake of an incident in which a former U.S. Marine working on a U.S. base in Okinawa Prefecture considered a member of the civilian component was indicted over the murder of a Japanese woman.
Under this basic agreement, members of the U.S. forces’ civilian component will be divided into four categories. For example, in the case of members employed by private companies, the civilian component will be limited to persons with high-level skills. Members of the U.S. forces not regarded as part of the civilian component will be placed under the jurisdiction of Japan’s judicial authorities, even if crimes are committed during their official duties.
In the Okinawa murder case, the Japanese side detained the indicted man, who was a member of the U.S. civilian component. Thus, the current SOFA has not obstructed the criminal investigation.
However, as there is mounting resentment among a large number of residents in the prefecture who seek the revision of the SOFA, the Japanese and U.S. governments have discussed reviews of SOFA operations.

今回取り上げるのは “in the wake of” です。『ライトハウス英和辞典』（第5版 研究社）で調べてみますと、「…の跡を追って、…に引き続いて、…の結果として」という意味であることがわかりました。LDOCEには “if something, especially something bad, happens in the wake of an event, it happens afterwards and usually as a result of it” とありました。ここから、何か悪いことが起こった結果としてという意味を含んでいることがわかりました。今回は沖縄県で起こった殺人事件を受けてのことのようですので、この表現が用いられているものと思われます。
