IWC experts want Japan to answer how it can justify ‘scientific’ killing of whales in Antarctic
A panel of experts from the International Whaling Commission on Monday questioned Japan’s new Antarctic whaling plan, asking for more information for how the country can justify the killing of the mammals.

IWC（国際捕鯨委員会）の専門家パネルが日本の調査捕鯨に対して，苦言を呈しました。veneer ofは以前にも扱われていますが，「うわべだけの〜，虚構の〜」という意味でしたね。ほかには，veneer of knowledge「うわべだけの知識」（わたしのことです！），veneer of education「薄っぺらな教養」（ditto!）などの用例を思い出します。この一言で、IWCのスタンスが鮮明に示されています。(Kawada)
