見出しに出てくる”State of the Union”をWisdom英和辞典（第三版）』（三省堂）で調べると「一般教書演説」という意味がありました。一般教書演説とはwikiによると「アメリカ合衆国において、大統領が連邦議会両院の議員を対象に行う演説で、国の現状 (State of the Union) についての大統領の見解を述べ、主要な政治課題を説明するものである。」と書かれていました。
