Noda's hint of dissolution aimed at opponents / Prime minister seen targeting lawmakers who oppose integrated reform of social security, tax systems
Prime Minister Yoshihiko Noda's hint over the weekend that he may dissolve the House of Representatives apparently was meant to pressure his opponents to cooperate with his administration in realizing integrated reform of social security and tax systems.

Noda suggested on a TV program aired Saturday that a lower house dissolution might be an option, depending on developments in Diet deliberations on key issues, such as bills related to the planned consumption tax hike.

His Cabinet's approval rating declined in a Yomiuri Shimbun nationwide public opinion survey conducted right after the launch of his reshuffled Cabinet.

As many in the government and ruling parties are expressing increasing anxiety, Noda intends to step up appeals to the public with the help of Deputy Prime Minister Katsuya Okada.

On Saturday, Noda appeared on a TV Tokyo program one day after the Cabinet reshuffle and said he would implement the integrated reform and other necessary reforms.

About the possibility of dissolving the lower house, Noda said: "In making a decision on the reforms, various options may be considered [including dissolution of the lower house]."

He also said, "I'll stake my political life on carrying out the reform."
