今回の取り上げる表現はcoattailです。これは通例複数形で使われ「（燕尾服などの）上着のすそ」や「（弱い候補者をも同時に当選させる）力，人望」という意味のことばですが（『ジーニアス英和辞典』第4版，大修館書店），on the coattails of〜となると，「〜のあとすぐに」，「〜のおかげで」という意味になります。よってここでは，「2008年の北京五輪にむけた建設ブームのおかげで」と訳せるかと思います。
ちなみにrise on one’s coattailsとなると，「（人のおかげで）うまくいく，つけいる」という意味になります。
