今回調べたのはin tandem withです。文脈から近くの学校と協力してといった意味ではないかと推測しました。『ジーニアス英和辞典』（第四版、大修館書店）には「〔…と〕力を合わせて」や「〔…と〕同時に」とありました。LDOCEではdoing something together or at the same time as someone or something elseと定義されています。
tandemの語源はラテン語で長々とという意味の単語だそうです。そのあと、二頭が縦並びになった馬車のことを指す言葉として使われるようになり、今の意味として使われるようになったということが分かりました。(rain)
