Parents baffled by underwear ban in school gym classes

Parents are decrying elementary school rules that prohibit pupils from wearing underwear in gym classes, saying the practice infringes on the children’s privacy and borders on sexual abuse.

Officials at schools that impose such bans explain that the rules are in place to avoid stench from sweaty underwear in later classes and to prevent the children from becoming cold in damp clothing.

また、LDOCEでは“to state publicly that you do not approve of something”と定義されています。 (Blue Sky)
