rock the boatを取り上げます。記事の中ではrocks boatという形で使われていますが、直訳すると「ボートを揺らす」といった意味になり、この文脈では意味が通らないので、比喩的な表現なのだろうと考えました。『ウィズダム英和辞典』を引いたところ、rock the boatで「(現状に異論を申し立てて)ことを荒立てる、(無用の)波風を立てる」とありました。また、LDOCEでは“to cause problems for other members of a group by criticizing something or trying to change the way something is done”と定義されています。冒頭で小泉進次郎筆頭副幹事長の発言が波紋を広げていると書きましたが、この「波紋を広げる」という日本語にぴったりとあてはまる表現ではないかと思います。
