文脈からエボラによる脅威をoutする意味合いなので、snuff / snˈʌf / outで「消滅させる」という訳を予測しました。『ジーニアス英和辞典』を引くと俗語の「くたばる《dieの遠回しの表現》」や他動詞の「〈希望など〉消滅させる; 〈生命〉を奪う， 〈敵など〉を殺す，鎮圧する」と記載されていました。また『オックスフォード現代英英辞典』によると“to stop or destroy sth completely”と定義されています。
補足ですがsnuffのみだと「〈香り・空気など〉を吸う，〈動物が〉〈におい〉をかぐ，かぎわける」や「〈ろうそくなど〉を消す」といっ２つの意味があることが確認できました。(Kiwi girl)
