気になった表現はタイトルで用いられている tit for tat です。はじめは今回の一連の騒動のことを指しているのだと考えましたが、後ろに in spat over poisoning of ex-spay Sergei Skripal とあったので別のことを指しているのだと考え直しました。
『ジーニアス英和辞典』第５版(大修館)で意味を調べてみると「しっぺ返し、売り言葉に買い言葉」とありました。Oxford Dictionary of English (2th) には "the infliction of an injury or insult in return for one that one has suffered" と定義されています。またほかにもいくつかの英語の定義を調べてみたところ equivalent, similar といった語で表現されていることが多く、まさに今回の記事にぴったりです。
同様の意味としてよく知られているのはblow for blow です。また日本語で同じよう意味で使われる「目には目を歯には歯を」という表現は eye for eye, tooth for tooth で表すことができます。(ko-chi)
