先日、NHK放送の東日本大震災の実態が取り上げられたドキュメンタリー番組に見たので、それに関連した記事を紹介したいと思います。

震災から7年が過ぎた今もなお、住民による町の復興活動は続いています。

Seven years after the Great East Japan Earthquake, new towns are almost complete in areas that were destroyed by the quake and tsunami. More lights are on in houses, as evacuees return to their home municipalities. Reconstruction of these disaster-hit areas is finally showing.
However, friction has appeared in these communities, where the passage of time weighs heavy. This series of articles reports on central parts of municipalities developed as key parts of the reconstruction effort, and also on public housing complexes for survivors. This is the first installment.
The town government of Otsuchi, Iwate Prefecture, has hammered out an unusual offer, saying that if people erect houses in its rebuilt towns, it will provide them with \1 million each. This indicates the critical state of the town’s reconstruction projects.

今回のフレーズはhammer outです。初め、鉄槌とoutを連想して、「(申し出など)を拒否する」「(条約など)撤廃する」「(交渉)を決裂させる」などといったマイナス的なニュアンスを含んでいるのではと推測しました。また、文脈を汲み取る中で、「普通では考えられないような申し出については断ってきた」という訳出が適当であると考え、『スーパーアンカー英和辞典』(第五版、学研プラス)で意味を引いたところ、「[他]1(金属など)を打ち延ばす、打ち延ばして〜を作る」「2(計画など)を苦心して考え出す」「(よく討論して)(合意)を打ち出す」とありました。cf. to beat out, forge
Online Etymology Dictionaryによると、名詞hammerの語源はゲルマン祖語のhamarazに由来していることが分かり、動詞hammerについては、当時の中世(15〜16世紀)の人々が物を作る際にハンマーを用いていて、その様子から「釘(ハンマーで)を打つ」という意味で使われたそうです。
もうすぐ大震災から早7年が経ちますが、先日の新燃岳の噴火や南海トラフ地震への警戒を促すニュースなどを見てもわかるように、再び大自然災害が起きてもおかしくない状況であることは確かです。事実、天変地異に逆らうことはできず、この地球で共存していくというのが人間の宿命であるような気もしますが、いざ生命が侵されるような状態になった時のために日頃から十分な心構えをしておくことが先決なのではないかと思います。(broccoli)
