For Japan, this is a high stakes negotiation as the country seeks to solidify a trade and investment regime for the region that would serve as a touchstone for other future deals. Japan is especially concerned about its upcoming bilateral trade negotiation with the United States, which is set to start in 2018, and China’s ambitions to move forward with the Belt and Road Initiative (BRI) as well as the ASEAN-led Regional Cooperative Economic Partnership (RCEP), which includes China and Japan among the 16 negotiating nations.

touchstone (for)に注目しました。『ジーニアス英和辞典』（第五版，大修館）を引いたところ、 「試金石; 基準，標準」、「［鉱物］試金石」と載っておりました。Oxford Dictionary of English (2th) にも、“a standard or criterion by which something is judged or recognized”と定義されております。
ちなみに、『新和英大辞典』（第五版，研究社）によると、鉱物のtouchstoneはLydian stoneとも言うそうです。
