東京に若者が集中することを抑制するため、文部科学省は東京２３区の中では私立の大学と短期大学の定員の増加をしないことを発表しました。
Tokyo univ. enrollment limits set
The Education, Culture, Sports, Science and Technology Ministry published Friday special rules aimed at limiting student enrollment at private universities in central Tokyo, with a view to correcting the excessive concentration of young people in Tokyo.
According to the rules, announced in the government’s official gazette, private universities in the densely populated 23 wards in Tokyo will not be allowed to increase their enrollment limits for the year from next April.

“gazette”を取り上げます。『ジーニアス英和辞典』を引くと名詞で「新聞」「官報」動詞で「（…に命じられたこと）官報に載せる」「…を任命する」とありました。またLDOCEには、”British English an official newspaper, especially one from the government giving important lists of people who have been employed by them etc” “used in the names of some newspapers”と定義されていました。
この語はイタリア語、フランス語、英語の順に入ってきたもので、元は（新聞の値段に相当する）硬貨(gazeta)を表わしていたようです。
雇用の場の拡大など、ほかの改正も考えなくてはなかなか若者の都心集中は抑えられないと思いました。（MMF）
