Public smoking regulations may be on horizon for Tokyo
However, public smoking regulations may be on the horizon. On Sept 8, the Tokyo Metropolitan Government announced that it’s planning to propose a ban on indoor smoking in certain buildings, such as restaurants, hotels, airports and more. This movement appears to be the result of many factors, both local and international. Leading up to the Tokyo Olympics in 2020, the World Health Organization (WHO) has strongly advocated for a public smoking ban, a standard practice dating from the 2004 Athens Olympics. Tokyo Gov Yuriko Koike has long pushed for the ban.

今回はon the horizonをとりあげます。『ジーニアス英和辞典』（第五版，大修館）を引いたところ、「兆しが見えて，起こりかかって」などと載っておりました。over the horizonとも表現できるようですが、onのほうが差し迫っていることを暗示しているとのことです。またOxford Dictionary of English(Second Edition Reserved, Oxford University Press)には、 "imminent or just becoming apparent"と定義されておりました。
少し似た表現でa cloud on the horizon というものがあります。こちらは「不幸の兆し」という意味になるようです。(Gomez)
