出だしのput oneself in a person’s shoesという表現を取り上げます。『ジーニアス英和辞典』（第五版，大修館）で調べたところ、「人の立場になってみる」と載っておりました。またOxford Dictionary of English (2nd Edition)によると、 “put oneself in another person’s situation or predicament”とのことでした。
以上から「中国側（の戦略家）の立場になってみると」のような意味になるかと思います。
ちなみにbe in another person’s shoesも同じ意味を表します。立場を靴になぞらえている点が面白い表現だと感じました。（Gomez）
