“ordinance”/ˈɔɚd(ə)nəns/を取り上げます。『ウィズダム英和辞典』(第３版、三省堂)を引いたところ、「(王・政府などの)命令、布告、法令」とありました。LDOCEでは“a law, usually of a city or town, that forbids or restricts an activity”と定義されています。“ordin-”には「列」や「序列」という意味があります。ここではministerialがきていますので、「省令」となります。
この接頭辞は“order”からきているものです。“order”には「命令、指示」という意味もあるので、これらの単語の意味を知っていると“ordinance”の意味も覚えやすいと思います。ちなみにlocal ordinanceは「（地方自治体の）条令」になります。(Blue Sky)
