今回取り上げる表現は “the upper echelons” です。

リーダーズ英和中辞典』(研究社)で “the upper echelons” を調べると, 「上層部」とありました。 “echelon” はもともと, 「(部隊・飛行機などの)梯形編成[編隊, 配置]」を表すことから, 「(単位としての)部隊」や「段階[レベル]を同じくする人びと[軍人, 選手など]」を示すそうです。

Dictionary.com には, “a level of command, authority, or rank” と定義され, “After years of service, she is now in the upper echelon of city officials.” という例が挙げられています。
